At The Surrogacy Co., our mission is to provide a personalized, compassionate surrogacy experience for both surrogates and intended parents. As a boutique agency founded by a two-time surrogate, we guide and serve you with integrity, expertise, and unwavering support, so you are cared for and protected from start to finish.
Meet the Founders
We are a husband-and-wife team based in Lexington, Kentucky, supporting surrogates and intended parents nationwide. Originally from O'ahu, Hawai'i (Jenna) and Whangarei, New Zealand (Brad), we have two daughters and have proudly served as foster parents to several children over the past few years.
We both hold Master of Public Health (MPH) degrees and bring more than four decades of combined health sector experience to every journey. When we're not working or cheering on our kids at their activities, we love to travel, hike, volunteer, and explore our beautiful region.
Jenna Clarke, MPH
Founder & CEO
Jenna has been in your shoes. As a two-time surrogate, she knows exactly what a safe, well-supported journey should look like. She has provided surrogacy consulting for the past seven years and has spent more than a decade supporting families in birth and postpartum care as a Newborn Care Specialist and Birth + Postpartum Doula.
Brad Clarke, MPH
Co-Founder & Operations Director
Brad brings extensive operational and health service management experience to the team. His background in public health and governance helps ensure the agency runs smoothly, ethically, and efficiently while providing a high standard of care. Brad also understands surrogacy from the partner's perspective: he had the honor of supporting Jenna and their family through both of her surrogacy journeys.

We intentionally support a small number of journeys each year, which allows us to build real relationships, provide the highest standard of care, and treat every surrogate and intended parent match like family, not just a number.

We keep our roster small so we can provide comprehensive, holistic support, from screening and matching through pregnancy, birth, and postpartum recovery.You will have regular, direct access to our Founder, Jenna Clarke, for your case management and care.

We follow the American Society for Reproductive Medicine (ASRM) guidelines to protect everyone's health and safety, and we never rush matching. We are proud members of SEEDS, the Society for Ethics in Egg Donation and Surrogacy.
Extensive Professional Expertise
Both of our founders hold Master of Public Health degrees and have a combined 40+ years of professional experience in public health, maternity and newborn care, and healthcare consulting.
Deep Experience with Postpartum Families
With over 10 years of experience supporting families through birth and postpartum, we understand the delicate transition of welcoming a newborn and the crucial importance of postpartum recovery for surrogates.
Transparent Investment, Surrogate-Set Compensation
We believe in clear, honest numbers. Our agency fee reflects the high-touch support every journey deserves: $40,000 for our Standard Program and $50,000 for our Premier Program. Surrogates set their own base compensation, starting at $50,000 for first-time surrogates. We firmly believe a surrogacy journey should never cost a surrogate money out of pocket.
